The uncanny valley Waffles. Masks, humanoids, basically anything where you are unsure if it will hurt you, or is harmless. Disgust factor works out well too, OH, and you could use the thing the movie Alien did, make monsters look phallic, they actually purposely made it look phallic for a creep factor. Especially when one of the baby ones tries and force itself into your mouth. (rape?)

OH yeah, you can also implement religious factors into the creepy stuff your making. Religious stuff can creep you out at times.

I dont think its a good idea to try and force someone to give cc even if they dont want to or aren't that good at giving criticism. it'd be more of a system and less of courtesy. cc is extra special because the person doesnt have to do it.

Yeah you can't really force that. Courtesy wasn't a rule but just as it says it's more of a way of thanking back someone's effort of CCing your animation. It can be brought back any time as long as the active animators are down with it and decide to do it.
