Why is it that they say you can only post in the next level, you need to have been "promoted " but it seems anyone can post in any field even if they are not to that respected level

It means you have to be animating at intermediate level to post your thread in the intermediate area and so on. You can however post on intermediate, veteran and elite threads as a reply.

If you mean there being no physical restriction preventing you from doing so, you're supposed to use self-restraint and just not post there. If you mean people who are not of that rank posting there, then I would send a stern letter to someone.

Also, in the future, if a rule or mechanic is not acknowledged in any topic, PM a staff member with the question you have. Much less time-consuming than making an entire new thread for each one.

Basically, anyone can actually physically make a thread in any of the levels. However if you are not in that rank you will get warned and the thread will be deleted.
However, regardless from your rank, you can reply to anyone's animation thread with a comment.

But you cannot post in the chat threads of sections whose ranks you are not. Not an intermediate? Can't talk in intermediate chat. Not vet? No talk in vet chat. Etc.

But if you're inter, you can talk in inter chat and below. Vets, you can talk in vet, inter and beginner.
