It depends on what type of cardigan you are going for. It's easy to define a cardigan when looking at the person straight on, but from a side view it's tough. And most people animate their stickfigures from a side view. But if it didn't matter what kind of cardigan you were making, you could try making something like this. Although it would probably look really similar to a cape on a stick figure.
