How to make a stik

I do pivot just to mess around. But I really want to make a character to have some fun with. Does anyone have any advice on how i could make a belt cape. Like something that is just waist, and not on the pivot so i could change its color?

i think mitchs tutorial or stk making tuts on youtube would suffice.
