I wouldn't say billions. From what I know Orbital Sciences has a 1.9 Billion dollar contract with Nasa to send up (I think 9, it could be 8) cargo ships to the International Space Station. This was their 3rd one I think. A lot of people were saying how Nasa will cut their funding because of this, but I doubt they will because they've achieved quite a bit in the last two cargo ships they launched for the ISS.
Although Nasa isn't the one who launched this cargo ship. Orbital Sciences is a private organization that works on it's own, but they used a NASA facility to launch the cargo ship. I was thinking about it and how devastating it would be to be working on the ISS and find out that there was a huge delay in the recent cargo ship, but apparently there is a second cargo ship that is supposed to be launched today or tomorrow. So they should be ok. If not they're going to be rationing quite a bit haha.
