Now normally I wouldn't need help since I could just research some shit on the internet but alas, not all parts are available to me due to my mediocre country and I'm on a budget so... I would prefer if the parts came from these sites.

I'm a little tied for time to come up with a build for you right now. 30,000 PHP is around $600 USD. That could build you a decent rig. Especially if you already have a tv or monitor you plan on using.
Here is a list of the following parts you'll need:
-Computer Case
-Power Supply
-Motherboard
-RAM
-Processor (CPU)
-Graphics Card (GPU)
-Hard drive
-EXTRA: You'll probably want an after market CPU cooler as well.
You can purchase all of this for around $600, but you'll probably have to settle on a i5 instead of an i7, and something like a GTX 770TI.
If I find a bit more time later I'll come up with a list of parts from the two websites you listed.
