Certainly is pretty fast, but that's a nice looking background though. I feel like you'll do great in Flash.

How'd you get Flash? Every place I check is either a virus/malware nest or asks for payment. Unless you did pay for it, then never mind.

Well, it's definitely easy to spot errors. That's just because they are simple ones that you can get rid of by just fiddling with the program a bit more.
First off, you can actually use the circle tool and hold shift while dragging to keep it in proportion, then left click it and make it a symbol. From your library which should be on the right, you can drag the head on to each frame.
Also, it looks like all of your drawings on the background have a while outline, if you click the pencl colour button click the white box with the red line going through it to disable any outline.
The colours you used for your background are way to bright in my opinion, desaturate them so they are more pleasing to the eye.
Also yes it's definitely too fast, you just have to get used to the spacing when using 24fps.

Second animation, I actually just noticed after I posted this that the head in one of the frames in missing, try to ignore that, though I don't think it's too noticeable. :D
