Not Illegally actually, there is an old program called Macromedia Flash 8, which is what many people use.
The company was bought out by Adobe, and Adobe doesn't own the license for Flash 8. So Downloading it isn't illegal.
I'm pretty positive.

The company was bought out by Adobe, and Adobe doesn't own the license for Flash 8. So Downloading it isn't illegal.
